WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) issued the following statement after the House passed H.R. 1, the One Big Beautiful Bill Act. The legislation now heads to the Senate.

“Today, the House took a monumental step to secure America's economic future,” said Congressman Fulcher. “This legislation reduces federal spending by a historic net deficit reduction of $1.5 trillion, including more than $110 billion in the first year, and provides meaningful financial relief for Idahoans. It cuts taxes on seniors’ social security benefits, prevents a 22 percent tax increase by extending the 2017 Tax Cuts and Jobs Act, and eliminates taxes on tips and overtime—a measure I introduced and have fought hard for.”

“H.R. 1 is a once-in-a-generation bill that will make our government more efficient, lower costs by increasing domestic energy production, grow local economies through made in America investments, provide law enforcement with the resources to secure our homeland and finish the border wall, and put important government programs on a viable fiscal path long-term,” Congressman Fulcher added. “There’s more work to be done, but this legislation delivers major policy wins for the American people and sends a bold, transformative package to the Senate—one that advances President Trump’s agenda and helps usher in a new era of American prosperity.”

Included in the House’s reconciliation package is language to eliminate the federal income tax on overtime pay, a tax initiative Congressman Fulcher introduced in the House in the 118th Congress and again earlier this year.

Bill Background

H.R. 1 provision highlights include:

  • Makes the 2017 Trump tax cuts permanent–protecting the average taxpayer from a 22 percent tax hike; 
  • Incorporates my bill, the KEEP Act, to eliminate taxes on overtime, along with eliminating taxes on tips and car loan interest, and cuts taxes on seniors’ social security benefits;
  • Lowers the cost of borrowing for America’s farmers;
  • Incorporates language similar to my bill, the CLEAN Act, to require geothermal lease sales annually, generating $23 million in new revenue;
  • Provides critical resources to finish border wall construction, secure the border, and assist frontline officers in interdiction of deadly illicit drugs, such as fentanyl, at ports of entry;
  • Eliminates Green New Deal-style giveaways and slush funds;
  • Expedites the U.S. Liquified Natural Gas (LNG) export process;
  • Invests in water infrastructure in the West;
  • Increases timber sales on federal lands and requires long-term timber contracts;
  • Implements guardrails to keep out ineligible Medicaid beneficiaries, removes deceased beneficiaries who divert resources away from those who need care;
  • Ensures that Medicaid only pays for American citizens and legal immigrants by strengthening citizenship verifications to determine eligibility, saving tens of billions of dollars;
  • Increases personal accountability to help lift Americans out of poverty by establishing work requirements for able-bodied working-age adults who do not have dependent children or elderly parents in their care.
