WASHINGTON, D.C. — U.S. Congressman Russ Fulcher (Idaho-01) issued the following statement after voting in favor of H.R. 3944, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026.
H.R. 3944 is the first Fiscal Year 2026 appropriations bill to pass the House in the 119th Congress.
“Taking care of those who served and safeguarded the freedoms we are blessed to enjoy in this nation will always remain a top priority for me in Congress,” said Congressman Fulcher. “Today, I was proud to vote in favor of H.R. 3944. This legislation will deliver for our country’s retired and active military personnel by providing critical updates to VA processes to ensure veterans receive timely care and benefit payments; it protects veterans’ Second Amendment rights by prohibiting the VA from sharing private information with the FBI without a judge’s consent; it restores traditional pro-life protections at the VA, and it strengthens U.S. military readiness and effectiveness by investing in critical infrastructure and next-generation weapons systems.”
Bill Highlights
- Supports veterans by fully funding veterans’ health care programs, benefits, and VA programs.
- Protects the 2nd Amendment rights of veterans, preventing the VA from sending information to the FBI about veterans without a judge’s consent.
- Strengthens military readiness by providing robust funding for military construction, enabling continued investment in the Indo-Pacific region and infrastructure necessary to support United States advanced weapons systems.
- Bolsters U.S. national security by prohibiting the VA from purchasing resources directly or indirectly from the People’s Republic of China.
-
Supports President Trump’s efforts to combat veteran homelessness by investing in the new Bridging Rental Assistance for Veteran Empowerment program.
-
Returns to traditional pro-life protections at the VA by overturning Biden-era rules that used taxpayer dollars to fund abortions beyond Hyde Amendment limits.
